The parameters to determine whether an invoiced product line will or will not appear on the No Charge Report have been redefined.
For example, previously when a product with a levy was sold at $0 value, it did not appear on the No Charge Report. Now, the levy value is ignored, so when a product with a levy is sold at $0 value it will appear on the No Charge Report.
