Added a time component to the Start and End dates. All existing specials will have the Start Time default to 00:00 and the End Time default to 23:59.
Note: The time component is HH:MM (Hours:Minutes). So a special that ends at 17:30 will end at 5:30 pm on the dot. In this example, if the current time is 5 seconds after 5:30 pm, it no longer qualifies.
